A Massachusetts gun background check is required for all firearms sold in the State. The firearms dealer must report their sales through the Massachusetts Instant Record Check System (MIRCS) using the Massachusetts Gun Transaction Portal. The MIRCS is managed by the Massachusetts Department of Criminal Justice Information Systems (DCJIS). Gun laws in this State are some of the most stringent for firearms vendors, and they also help make it more difficult for a buyer to purchase a gun. In accordance with 803 Mass. Code Regs. 10.07(3), after submitting the required information to the MIRCS for confirmation, the firearms dealer must also perform a instant background check on the buyer using the National Instant Check System (NICS). In some instances, results listed in the MIRCS will not appear in the national database and, for this reason, both background checks must be performed.
Bill of Sale – Used to document the transfer of a firearm from buyer to seller.
Prohibited from Purchasing – If any of the following situations applies to the buyer, they should be prohibited from purchasing a firearm:
- Has been convicted of a violent crime, felony, accessory to felony
- Has not completed a certified firearms safety training course
- Is a fugitive from justice
- Is an illegal alien
- Is or has been committed to a hospital or institution for mental illness or alcohol/substance abuse
- Is under 15 years of age

Step 2 – Once the page has loaded, you should read through the provided information before clicking Continue to get to the next step.
Step 3 – Next, select Personal Sale or Transfer to register the sale/transfer of a firearm.
Step 4 – Now, provide the following seller and buyer information:
- Seller’s FID/LTC license number
- Seller’s PIN number OR last name
- Seller’s date of birth
- Buyer’s FID/LTC license number
- Buyer’s last name
- Buyer’s date of birth
- State firearms dealer license number (if applicable)
When you’re ready, click Continue and you will soon receive a result from MIRCS regarding what action to take regarding this purchase/transfer.
