Kentucky criminal background checks can be accomplished through the Kentucky State Police (KSP) or through the Kentucky Court of Justice (Administrative Office of the Courts – AOC). Criminal record information is available to employers, licensing agencies, and the general public. Criminal records can help businesses/agencies make informed decisions concerning an applicant’s eligibility for employment or a license. A criminal record may affect an individual’s employment opportunities but employers must present the applicant with reasonable grounds for denial or disqualification if their criminal history has been taken into consideration (§ 335B). Performing a criminal background check through the KSP must be completed by mail and will require a signature from the subject in question. Alternatively, criminal background checks can be conducted in-person (signature required), by mail (signature required) or online (no signature required) through the AOC web portal.

Background Check Authorization Form

Due to the signature requirement on the criminal background check forms provided by both the KSP and ACO, a consent form is not always necessary. However, some employers might request that applicants complete a Background Check Authorization Form to prevent future liability.

Criminal Background Check – Kentucky Court of Justice AOC

Step 1 – Access AOC Webpage

The AOC webpage can be found on the Kentucky Court of Justice website. Three types of criminal history requests are provided; online (“Steps 2 – 5”), in-person (“Step 6”), and mail-service (“Step 6”).

Step 2 – Online Requests

Under the “Online Requests” section, select either AOCFastCheck or One-Time Request. An account must be created in order to perform an AOCFastCheck request (see “Step 3”). A One-Time Request can be completed by anyone and results will be received by mail (proceed to “Step 5”). However, in order to receive One-Time Request results by email, users will have to create an account (“Step 3”).

Step 3 – Online Requests: Login/Register

Registered users can log into their online account using their email address and password and proceed to either “Step 4” (AOCFastCheck) or “Step 5” (One-Time Request).

New users must register for an account by providing the following information:

  • Email address
  • Create password
  • First name
  • Last name
  • Address
  • City
  • State
  • Zip
  • Phone number

A confirmation email will be sent to the provided address. Once an account has been created, continue to the next step.

Step 4 – Online Requests: AOCFastCheck

Once logged into an online account, users can conduct an AOCFastCheck request by clicking the AOC FastCheck link on the main menu page.

Click Create New Record Request.

Under the “Request Type Information” section, select a category, group, and reason for request.

Next, provide the following requester information:

  • Full name
  • Company
  • Address
  • City
  • State
  • Zip
  • Email address
  • Phone number

Enter the subject’s information, including name, alias(es), email address, SSN, DOB, full address. Multiple subjects can be added to the “Batch” and the total amount will change accordingly. Click Submit Request when all the necessary information has been entered.

The “Status” of a request will be labelled “Pay Now”. Click on this link to enter payment information. Once the payment has been processed, it will display as “Complete” and request results will be displayed.

Step 5 – Online Requests: One-Time Request

Selecting the “One-Time Request” option will bring users to the page shown in the image below. The following requester and subject information must be entered:

    • Alias(es) (optional)

One-Time Requests may take a few days to process due to the fact that results are sent by U.S. mail.

Step 6 – In-Person and Mail-Service Requests

Individuals/employers who wish to obtain criminal records in-person or by mail must complete the Criminal Record Request Form. The following information must be provided on the form:

  • Subject’s –
    • SSN
    • DLN
    • Name
    • Alias(es)
    • DOB
    • Street address (P.O. box)
    • City, state, zip code
    • Signature
  • Company name
  • Requester/contact person
  • Address
  • City, state, zip code
  • Date
  • Email address
  • Phone number
  • Purpose for request

The $20 fee must be attached to the form (check or money order) made payable to the Kentucky State Treasurer.

Once the form has been completed, it can be submitted in-person or by mail at the following address:

Requests made in-person should take less than an hour to process (unless ten (10) or more requests are being made). The AOC does not disclose how long mailed requests may take to process.

Criminal Background Check – Kentucky State Police

Step 1 – Access KSP Website

Criminal background checks can be conducted by visiting the KSP background check webpage. Employers must select the Request For Conviction Records/Employment Form.

Step 2 – Complete Form

The following information must be entered into the form:

  • Agency/organization name and address
  • Applicant name
    • address
    • sex
    • race
    • D.O.B.
    • SSN
    • signature and date
  • Witness signature and date

Step 3 – Mail Form

Attach a check or money order for the amount of $20 (made payable to the Kentucky State Treasurer). The form must be mailed to the following address:

Criminal record information will be sent to the address provided on the form; this may take ten (10) or more business days to process.
